INTERNAL QUALITY CONTROL
The Internal Quality control Division of CAA RM is an independent review entity that reports administratively to the Director General. It was established to assist CAA General Management to achieve good corporate governance within CAA.
THE MAIN ROLE
Assurance Services
This involves an objective examination of evidence for purpose of providing an independent assessment on control, or governance processes for the organization. This may include financial performance, compliance, system security, fraud investigation, control self-assessment, audit of third parties, contract auditing, quality assurance engagements, security audits, privacy audits, performance audits, operational audits and due diligence engagements.
Consulting Services
They involve advisory and related client service activities, the nature and scope of which are agreed upon with the client and are intended to add value and improve the organization’s operations. These include counsel, advice, facilitation, process design, benchmarking, information technology and systems development, design of performance measurement systems and internal control training.
OVERALL OBJECTIVES OF INTERNAL AUDIT FUNCTION
In carrying out the above role the internal auditor has to work towards achieving the overall objective of the internal audit function, which is to assist all levels of management in the effective discharge of their responsibilities by providing independent analysis, appraisals, advice and recommendations concerning the activities reviewed. The attainment of the overall objective involves:
- Evaluation of risk exposures relating the organization’s governance, operations and information systems; - Review and appraisal of the adequacy and effectiveness of the system of internal control; - Appraisal of the relevance, reliability and integrity of management, financial and operating data/reports, risk management and control processes; - Review of the systems established to ensure compliance with policies, plans, procedures, statutory requirements and regulations which have a significant impact on operations; - Review of the means of safeguarding assets and verifying the existence of such assets; Appraisal of the economy, efficiency and effectiveness with which resources are employed; - Review of operations or programs to ascertain whether results are consistent with the organization’s established objectives and goals, and whether the operations or programs are being carried out as planned; - Assessment of the adequacy of established systems and procedures; and - Conduction of special assignments and investigations on behalf of the audit CAA General Management into any matter or activity affecting the probity, interests and operating efficiency of the organization. - Contribution to the organization’s governance process by evaluating and improving the process through which values and goals are established and communicated, the accomplishment of goals is monitored, accountability is ensured, and values are preserved.
