Airport service and MTA

 

Airports and ATM Department assures the following:

1. Realization within the national legislation of civil aviation of the International Civil Aviation Organization (ICAO) Standards and Recommended Practices mentioned in the following Annexes to the Convention on International Civil Aviation:

  • Annex  2 „Rules of the Air”
  • Annex  3 „Meteorological Service for International Air Navigation”  
  • Annex 10 „Aeronautical Telecommunications”
  • Annex 11 „Air Traffic Services”
  • Annex 12 „Search and Rescue”
  • Annex 14 „Aerodromes”
  • Annex 15 „Aeronautical Information Services”

as well as other documents connected to the technical requirements exposed in the respective Annexes.

2. Realization within the national civil aviation legislation of the EUROCONTROL’s (European Organization for Flight Safety) requirements;

3. Interacţiunea cu O.A.C.I. şi  EUROCONTROL în următoarele domenii:

  • Air traffic services;
  • Organization of the air space;
  • Radionavigation;
  • Communications;
  • Surveillance;
  • Meteorological service for international air navigation;
  • Aeronautical information service;
  • Airdromes (airports);
  • Search and rescue.

4. Strategic planning in the sphere of air traffic and airports management development.

5. Elaboration and coordination of the national programs in the following domains:

  • Organization of the air space;
  • Radio navigation;
  • Communications;
  • Surveillance;
  • Aeronautical information service;

6. Civil and military bring collaborative interests to ensure that the airspace needs of all users are met as equitably as possible. Colaboration with the enterprises, organizations and administrative public bodies that activate in the field of air space usage. 

7. Joint determination with the Ministry of Defense of the prohibited zones and of the restrictive zones of the flights in the air space of Republic of Moldova, establishment of the procedure for coordination of the civil and military flights in the air space of the Republic of Moldova .    

8. Elaboration of the national Local Convergence and Implementation Plan (LCIP Moldova), that provides development and modernization of the national air navigation system for a period of 5 years, in accordance with the concept Single European Sky of the European Civil Aviation Commission and of the European Union.    

9. Coordination of the policy and elaboration of the requirements regarding the spectrum of radio frequencies, determination of the necessities, regulation concerning usage and spectrum management.

10. Issuance of the authorizations for operation of the radio transmitters within the frequencies attributed to civil aviation. Establishment and accounting of the line/identification signals of the radio transmitters.  

11. Registration of the reserve radio beacons 406 MHz , attribution of hexadecimal codes.  

12. Cooperation with the international organization COSPAS-SARSAT;

13. Organization of the works connected to transition to the world system of geographical coordinates WGS – 84 for the buildings which present aeronautic interest.

14. State supervision for verification that safety regulatory objectives and requirements are  effectively met (NSA functions).

15. State supervision for verification that regulatory rules and requirements in the area Air Navigation Services (CNS, ATM, MET, AIS SAR) and in the field Airport/Aerodromes Services are  effectively applied by providers. .

16. Certification of the civil airdromes according to the national regulations RAC-CAO and performance of the state supervision of the activity.

17. The buildings and premises construction authorizations nearby to the territory of the airdromes and other aeronautical servitude zones. 

18. The completing control of the materials meant for including to the AIP of the Republic of Moldova.
