Airworthiness of an aircraft

The Airworthiness Division is a structural subdivision of the Civil Aviation Administration of the Republic of Moldova and is subordinated to the Director General through the intermediation of the Senior Deputy Director General.

The role of the Airworthiness Division of the Civil Aviation Administration of the Republic of Moldova is to establish permanenting control regarding the observance of the standards and aeronautical procedures of the Republic of Moldova, JAA and ICAO in the field of permanent assurance of the airworthiness of an aircraft on the Aeronautical Register of the Republic of Moldova . 

The principal duties of the Airworthiness Division include the initial certification of an aircraft for issuance / revalidation the Certificate of Airworthiness and Certificates for Aircraft Noise, issuance of the Permits-to-Fly (PTF), certification of the maintenance organizations and other issues while cooperating with other subdivisions of the CAA Moldova. 

Performing its activity according to the procedures mentioned in Chapters 3 and 4 Doc. 9760, the Airworthiness Division has a team of engineers-inspectors who have got training in accordance with the requirements of ICAO (ICAO Course 23002: Government Aviation Safety Inspector - Airworthiness), as well as within the ECAC Integration Program at the JAA Training Center (Hoofdorp - The Netherlands)

As a JAA Full Member-State, the Civil Aviation Administration of the Republic of Moldova has concluded the transition to the JAR standards regarding airworthiness maintenance at the same time canceling the former existent national regulations. 

The Airworthiness Division is primarily responsible for the following issues:

  • Dealing with the Aeronautical Register of the Republic of Moldova incl. Certificate of Registration (CofR) issuance;
  • Issuing approvals to organizations for the maintenance of aircraft and aircraft components;
  • Issuing Certificate of Airworthiness (CofA);
  • Issuing Noise Certificates;
  • Issuing PERMIT-TO-FLYs;
  • Issuing Operator's Aircraft Maintenance Program Approvals;
  • Monitoring a/c AD/SB compliance;
  • Investigating of the aeronautical incidents and accidents; 
  • Performing of Safety Assessment of Foreign Aircraft (SAFA) inspections.
