The Joint Aviation Requirements represent a set of commonly agreed upon comprehensive and detailed aviation requirements, with a view to minimizing type certification problems on joint ventures, to facilitate the export and import of aviation products, to make it easier for maintenance carried out in one European State to be accepted by the Civil Aviation Authority in another European State and to regulate commercial air transport operations, and for the issuance and maintenance of pilot licenses.

For the purpose of fulfilling the provisions of the Cyprus Arrangements, signed within the framework of the European Civil Aviation Conference and in order to harmonize the national legislation with that of the European Union in the field of civil aviation, taking into consideration the implementation process in Europe of common flight safety standards, the Republic of Moldova has adopted the JARs giving them legal status in their application in the Moldovan civil aviation sector.
