At the moment the branch of civil aviation includes following monopolistic enterprises: - SE „Aeroportul Internaţional Chisinau”
- SE „MoldATSA”
- SE „Moldaeroservice”
- SE „Aeroportul Cahul”.
Resulting from the tasks and goals regarding monopoly regulation, the CAA establishes the following directions of state control upon the activity of the monopolistic enterprises: - Determination of price policy through:
o Examination and approval of tariffs for monopolistic services o Settlement of cost basis and profit level; o Settlement of tariff basis and services list included in the tariff; o Identification of application conditions of tariffs. - Certification of the aeronautical enterprises practicing monopolistic services in accordance with the current legislation and requirements established by the international civil aviation organizations, that Republic of Moldova takes part;
- Control upon rhythm and quality of the rendered services, in accordance with the established economical and technological norms;
- Promotion of the antimonopoly policy of services.
Airport service tariffs are established in accordance with the ICAO document no.9562 „Airport Economics Manual„. CAA approves the taxes only for the airport services attributed to the monopoly category, according to the normative documents mentioned above. To these services are attributed the services rendered by the SE ”Aeroportul Internaţional Chisinau” and comprise: landing tax charged by the air operator for every take-off/landing, depending on the MTOW of the aircraft; - Passengers services tariff charged for every passenger at arrival (departure) on/from the Airport Chisinau;
- The tariff for assurance of the aeronautical security that tariff base depends on the MTOW of the aircraft.
Also, in order to ensure the credit reimbursement offered by EBRD for modernization of the airport Chisinau, there was established in 1999 an additional tax (modernization fee) charged from every passenger, at departure from the Airport Chisinau. In accordance with credit reimbursement term provided in the Crediting Agreement, the respective tax shall be charged up till 2011. The value of the taxes, application conditions and ways of payment are established in the CAA Order no.162 dated 29.12.99 with the respective amendments, published in the AIP Moldova. Charges for air navigation services are established in accordance with the document „Conditions of application of the Route Charges System and Conditions of Payment” of S.R.C.O, EUROCONTROL. Charges for air navigation services en-route and terminal are established in accordance with the provisions of Bilateral agreement concluded in 2000 between Republic of Moldova and SRCO, EUROCONTROL, which provides charges settlement , application, freighting, collection conditions and ways of payment. The value of charges for air navigation services and en-route are published in the CAA Order no.162 dated 29.12.99 with the respective amendments, published in the AIP Moldova. Charges collected for other rendered services on the territory of the airport are established by the economic agents that render those service
