Voluntary report of occurrence happened in civil aviation of the Republic of Moldova.

For the purpose of more effective civil aviation safety and security oversight and according to standards established in RAC-REAC0060, RAC-AAII (H), Annex 13 Chapter 8, CAA RM puts into operation the electronic system of voluntary report of occurrence happened in civil aviation.

An accident with the aircraft AN-32 registration mark ST-AYL, aircraft serial number 3009 occurred at Chisinau International Airport on Friday, 11 April 2008.

From 19 to 21 November, 2007 in Brussels, the Air Safety Committee examined the list of air carries on which the European Commission has imposed an operating ban, whereby the Civil Aviation Authority of the Republic of Moldova made an oral submission on 20 November.

MEMORANDUM OF CO-OPERATION

On 5th of November 2007, a Memorandum of co-operation was signed between Civil Aviation Administration and Civil Aviation Patronage. The Memorandum has been signed on a view of realization of Civil Aviation Administration tasks on settlement, oversight and development of civil aviation of the Republic of Moldova, as well as realization of Civil Aviation Patronage purposes of promotion and support of economic, technical and legal interests of its members.

PRESS RELEASE

In consequence of the CAA Moldova Order No. 102/GEN from June, 21, 2007 regarding the AOC (Air Operator Certificate) revocation of 7 Moldovan air operators, several legal processes were initiated by these companies against Civil Aviation Administration of the Republic of Moldova. In this respect CAA Moldova has requested the comments of the European Commission on the situation when the final decision will be against the CAA Order 102/GEN (European Commission letter is attached).

Civil Aviation Development Strategy

The draft « Civil Aviation Development Strategy » for 2007-2012 has been approved on 22.08.2007 at Government session. Government Members have estimated the Strategy as a constructive and satisfactory one. The present strategy systematizes activities in the civil aviation domain in an effort to create conditions and mechanisms for the development of the present field, reasoning from the existing level of the branch development, strategic objectives of the national economy and global prospects in civil aviation. The strategy defines priorities, ways of their implementation and basic objectives of the civil aviation development of the Republic of Moldova for 2007-2012.

On May 26, 2007 at 10.00, nearby the city Bîrlad (România), a helicopter KA-26 of „Agroavia” S.E. has made a forced landing because of the failure of both engines, while executing agrochemical aerial works. Nobody of crew was injured, as well no damage to third parties was caused. At present, the representatives of Agroavia company are planning to depart to the place of landing to investigate it.

According to preliminary data given by representative of Civil Aviation Administration of Republic of Moldova, residing in Iraq, as a result of aeronautical accident of the aircraft An-26, registering number ER-26068, of the Air Company "Aeriantur-M", happened on 09.01.2007 nearby the city Balad (Iraq), 34 persons died, among them 5 crew members, citizens of Republic of Moldova. Just one person with turkish citizenship has survived.
