On June 25, 2007, Civil Aviation Administration of the Republic of Moldova together with the Republic of Moldova representatives in the European Union has reported to the Air Safety Committee at the European Commission about the measures undertaken to improve the safety of flights, operated by air operators of our country.
In the submitted report it was mentioned, that since 2006, air operators certified by the Republic of Moldova and engaged in cargo transportation, were repeatedly warned by CAA about the necessity of strict compliance with European Flight Safety Standards. A special attention was given to inspections carried out by SAFA (Safety Assessment of Foreign Aircraft) inspectors. Thus concern was mentioned that air operators have not intended to cooperate with CAA under the duly notification about the revealed discrepancies during SAFA inspection and also about the corrective actions plans.
Also the Civil Aviation Administration has informed the European Commission about the publication of Order № 102/GEN from June 21, 2007 regarding revocations of seven Air Operator Certificates, of air carries operating cargo flights outside of the Republic of Moldova . At the same time observations regarding report and the arguments submitted by experts of Eurocommission who carried out inspections of air operators on June, 4-11 2007 and revealed serious discrepancies have been submitted.
The Air Safety Committee has appreciated greatly the measures undertaken by CAA, considering them constructive and appropriate. Mr. Daniel Calleja Crespo, chairman of the Committee, has assured that he will give the Moldavian authorities the assistance in the proeuropean policy of maintaining the International Civil Aviation Organization (ICAO) standards on flight safety.
In the future CAA plans to cooperate closely with the European Commission and to develop the plan of cooperation on oversight and regulation of civil aviation activity.
