Civil Aviation Administration of the Republic of Moldova, as a central governmental body empowered to administrate and regulate civil aviation sector, has approved State Safety Programme.
Topical interest of this Programme is based on the increase of air traffic predicted in Central and Eastern Europe by the year 2011, as well as on the aim of implementing ICAO and EUROCONTROL requirements regarding safety issues within diverse activities in the aviation industry of the Republic of Moldova .
The Programme emphasis on air safety implementation methods along with approach to supervision and safety management in operations and aircraft maintenance, air traffic management and aerodrome operations within the limits of safety management system in the commercial air transport of the Republic of Moldova.
The Programme describes the main functional aspects of the safety management systems application, as well as serves as a basis for designing and implementing of those systems.
The Programme is aimed at the full spectrum of safety stakeholders, including senior management of aeronautical entities, operating aviation industry and at those personnel who are responsible for designing, implementing and managing effective safety activities, namely:
- CAA of the Republic of Moldova experts with responsibilities for regulating the aviation systems, as well as organization and provision of state oversight of the safety management;
- senior managers of aviation industry of the Republic of Moldova ;
- safety experts, such as safety managers and advisers.
Based on understanding and application of Programme ۥ s provisions, it is necessary for safety stakeholders to elaborate and implement a common approach to safety management in accordance with their conditions.
