Safety of airline daily operations is one of the important conditions for existence of global aviation and development. Taking this fact into consideration, International Civil Aviation Organization is responsible for elaboration and implementation of the unique standards, which are mandatory for every member state.
Civil Aviation Administration of the Republic of Moldova, being fully conscious of the importance of approval and implementation of the aforementioned standards, has developed a system of regulations , which comply and correspond with uniform European law that shall ensure the safety of civil aircraft operations registered in our country.
During recent years, Civil Aviation in Moldova has encountered a range of discrepancies in law provisions regarding the operations area, which caused different violations in operations and as a result the lack of proper control system.
Several accidents involving the fatal aircraft crashes have eventually caused moral damage to the image of our civil aviation.
The increasing number of Moldovan operators has extended operational area from Papua New Guineas and New Zeeland to Iraq, Sudan, Congo and Western Sahara. In such conditions, practically all Moldovan operators lose control over the situation, thus failing to control the aircraft operation as well as the technical aspect of this matter.
A number of European states like Germany, France, Spain, the Netherlands during SAFA inspections, have revealed scores of discrepancies in law provisions with a direct impact on operation safety and consequently they warned about possible prohibition for entry of Moldovan aircrafts on the territories of the states.. Nonetheless, Moldovan operators remained indifferent to the fact.
More than over, the European Commission emphasized that unless the relevant Moldovan authorities take certain measures to control the situation, the Moldovan aircrafts may be refused entry to Europe.
In such circumstances the Moldovan state’s capacities to fulfill its obligations stated in various international conventions which were signed by moldovan Government are doubtful, implying taking up possible strong measures by Civil Aviation Authority in order to ensure that moldovan airline safety level to be in full conformity and accepted by global civil aviation according to the law provisions and taking into consideration the interests of moldovan citizens.
As a result of deep analysis of the situation and being fully responsible for guaranteeing execution of European safety standards, CAA of the Republic of Moldova, in compliance with the order nr.102/GEN from 21 June 2007, has revoked Air Operator Certificates of seven Moldovan air carriers operating cargo flights outside of the Republic of Moldova.
The Air Operator Certificates of the following air operators shall be revoked:
The Operator “Aeroportul International Marculesti” – cod ICAO AMM;
The Operator “Jet Line International” – cod ICAO MJL;
The Operator “Jet Stream” - cod ICAO JSM;
The Operator “Tiramavia” - cod ICAO TVI;
The Operator “Pecotox-Air”- cod ICAO PXA;
The Operator “Valan International Carge Charter” - cod ICAO VLN;
The Operator “Grixona” - cod ICAO GXA.
This Order comes in force immediately on the date of issue, which is June 21, 2007, and shall be communicated to the European Commission, ECAC, requesting them to advise respectively all the civil aviation authorities that are members of ECAC and ICAO, as well as the states on the territories of which have been operated the aircrafts registered in the Republic of Moldova, which belong to the airline operators mentioned in this order, as well the organization for the air navigation safety EUROCONTROL will be also informed.
