In consequence of the CAA Moldova Order No. 102/GEN from June, 21, 2007 regarding the AOC (Air Operator Certificate) revocation of 7 Moldovan air operators, several legal processes were initiated by these companies against Civil Aviation Administration of the Republic of Moldova. In this respect CAA Moldova has requested the comments of the European Commission on the situation when the final decision will be against the CAA Order 102/GEN (European Commission letter is attached).

In European Commission letter it is mentioned that in case of any new AOC is issued or any old one restored, the Commission shall propose the inclusion of the carriers in “black list”, which can affect the whole civil aviation activity of the Republic of Moldova .

Civil Aviation Administration, in compliance with the Order № 102/GEN from June 21, 2007, has revoked Air Operator Certificate of seven Moldavian air carries operating cargo flights outside of the Republic of Moldova:

The Operator “Aeroportul International Marculesti” – cod ICAO AMM;

The Operator “Jet Line International” – cod ICAO MJL;

The Operator “Jet Stream” - cod ICAO JSM;

The Operator “Tiramavia” - cod ICAO TVI;

The Operator “Pecotox-Air”- cod ICAO PXA;

The Operator “Valan International Carge Charter” - cod ICAO VLN;

The Operator “Grixona” - cod ICAO GXA.

On July 25, 2007, Civil Aviation Administration informed the European Commission about the issued Order. At the same time observations regarding the report and the arguments were submitted by the European Commission experts which carried out air operators inspections on June, 4-11 2007 and have revealed serious discrepancies. The Air Safety Committee has appreciated greatly the measures undertaken by CAA, considering them constructive and appropriate. Mr. Daniel Calleja Crespo, chairman of the Committee, has assured that he will give the Moldavian authorities the assistance in the proeuropean policy of maintaining the International Civil Aviation Organization (ICAO) standards on flight safety.

On July 17, 2007 CAA presented to the European Commission a corrective action plan for the final decision-making on the air operators’ activity which the Air Operator Certificates have been withdrawn. On November, 20th CAA Moldova will be secondly examined by the Air Safety Committee at the European Commission, and until then CAA Moldova has incurred the obligation not to issue any further AOCs to the above mentioned operators.
