Personnel licensing

 

Aeronautical Personnel Licensing Section (in continuation Section) is a structural subdivision of the State Administration of Civil Aviation of the Republic of Moldova (CAA MD) created with the scope to assure aeronautical personnel licensing and permanent supervision regarding observance of the standards concerning the aeronautical personnel licensing.

Coordination of the Section activity 
For realization of their main tasks, the Section coordinates the activity with other subdivisions of the CAA RM, other institutions and bodies of the Republic of Moldova , as well as empowered bodies from civil aviation of other states.

Main functions of the Section
The service performs the following activities:

  1. ensuring of observance of the documents that regulate issuance, revalidation, renewal and validation of the aeronautical personnel lisences and ratings;
  2. examination of the applications of medical fitness assessments relating to aeronautical personnel lisences issuance, revalidation, renewal and validation;
  3. issuance, revalidation, renewal and validation of the aeronautical personnel lisences and ratings;
  4. validation of the foreign aeronautical personnel lisences and ratings;
  5. examination of the applications for issuance, revalidation, renewal of the certificates of the organizations that provide theoretical and practical training for the aeronautical personnel;
  6. approval of the training organisations from other states that provide theoretical and practical training for the aeronautical personnel;
  7. arranging of practical tests of the aeronautical personal for issuance, revalidation, renewal and validation of the aeronautical personnel lisences and ratings;
  8. elaboration of the draft documents in the field of aeronautical personnel licensing from the civil aviation of the Republic of Moldova ;
  9. control regarding observance of the national legislation connected to aeronautical personnel licensing;
  10.  arranging of exams for evaluation of the theoretical knowledge of the aeronautical personnel;
  11.  performance of in-flight inspections of the flight crew;
  12.  design and maintenance of the data base and archives of the lisences’ holders, issued by CAA RM.

Licensing of the air traffic management controllers is performed in accordance with RAC-APL requirements.

Licensing of the aircraft maintenance personnel is performed in accordance with JAR-66 requirements.

Licensing of the cabin crew members is performed in accordance with the requirement of the national document RAC-APL.

Authorization of the flight crew members is performed in accordance with the requirements of the following documents:

  • Airplane pilots – JAR-FCL1
  • Helicopter pilots – JAR-FCL2
  • Flight navigator – RAC-APL
  • Flight engineer – JAR-FCL4
